Your Lordship will, I hope,

concur in the view I have taken of these proposals. There

are of course those who would not be averse to seeing a

large sum of money expended in the Colony even if they

were convinced that the project was an abortive one,

impossible of success. If Senor Pescio seriously desires

to put forward this scheme I would require before according

to it any Government recognition and assistance, to be

assured that he possessed an adequate capital, and that

the scheme itself was practicable (whatever the financial

results after completion might be). To arrive at any

conclusion on these points it is necessary that he should

submit proper plans, both of the Tunnel and of the land for

the "Garden City". I should desire to be made aware of the

composition of the Board of Directors and should wish to

see the statement in the articles of association upon

which the capital is raised. If these are satisfactory

there is no objection to his promoting a private Bill and

bringing it before the Legislative Council. I may add that

I am informed that this gentleman some years ago set up

business under the style of "Gregor and Company" in the

vicinity of Messrs. Caldbeck McGregor and Company,
